ok, first i’m not sure if the information i have is correct, but from what i have been reading and what my family have been telling me:

1- The captain told the passengers to remain in their cabins, and to stay in the place where they were. Basically, he reduced their survival chances by staying on a sinking boat.

2- His decision of remaining on the boat affected 400+ passengers, and he got rescued FIRST

3- Other passengers included students who sacrificed their lives to help others such as the class presidents. So people think “hey what good of a captain is he if he saves himself.” all the workers tried to escape themselves except one woman
